Increased the demonstration area to 30

The three documents published by the Energy Bureau are related to the construction of photovoltaics, specifically the “Notice of the National Energy Administration on Promoting the Construction of Demonstration Zones for Distributed Photovoltaic Power Generation” and the “13th Five-Year Plan” for the Comprehensive Development of the National Energy Administration. In the notice on promoting the construction of the demonstration zone, the Energy Bureau announced that it will add 12 demonstration parks including Jiangsu Zhenjiang Economic Development Zone, Yancheng Economic and Technological Development Zone and Zhejiang Jiaxing Photovoltaic High-tech Zone.

In fact, as early as August 4 this year, when the National Energy Administration held a distributed photovoltaic site exchange meeting in Jiaxing, Zhejiang, the Energy Bureau Director Wu Xinxiong had announced the addition of 12 distributed photovoltaic power generation demonstration zones.

Zhejiang Solar Energy Industry Association Shen Fuxin told the "Daily Economic News" reporter that the relevant supporting policies for distributed photovoltaic power generation in Zhejiang Province are very perfect. The newly added demonstration area, Jiaxing, has established a three-level subsidy system for provinces, cities and counties.

Up to now, there have been 30 distributed photovoltaic power generation demonstration zones in China, and among the 30 demonstration zones, the Yangtze River Delta region has accounted for 17. This situation is not accidental. In the first three quarters of PV power generation published by the Energy Bureau, Jiangsu and Zhejiang provinces have the largest distributed grid-connected capacity, reaching 700,000 kilowatts and 460,000 kilowatts respectively.

The Energy Bureau also emphasized that for the construction period to be slow, the demonstration area that failed to complete the construction tasks within the prescribed time limit will be disqualified from the demonstration area.

At the same time, the Energy Bureau will start the preparation of the “13th Five-Year Plan” for solar energy development in 2015, complete the draft planning proposal by the end of March 2015, and form the first draft of the “13th Five-Year Plan” for national solar energy development before the end of May.

Accelerate PV access at the end of the year

At the beginning of the year, the National Energy Administration set the newly installed capacity of photovoltaic power generation in 2014 to 14GW, distributed 8GW, and 6GW on the ground. By June, Wu Xinxiong’s annual growth target mentioned in his public speech was 10 GW.

However, the latest data shows that in the first three quarters of this year, the newly added photovoltaic power generation capacity of the country was only 3.79GW, of which, the newly added photovoltaic power grid has a grid-connected capacity of 2.45GW, and the newly added distributed photovoltaic grid-connected capacity is 1.34GW, which is far lower than This year's goal, the final quarter to complete is very difficult.

Wu Xinxiong once summed up the problems of distributed photovoltaic power generation in China. Difficulties in roof implementation, difficulty in loan financing, difficulty in accessing the grid and difficulty in recovering electricity charges, including the difficulty of grid connection.

According to the introduction of the Energy Bureau, due to the large difference in the construction cycle of photovoltaic power stations and supporting power grids, and the large scale of distributed photovoltaic power generation, there is still a certain degree of lag in the connection of photovoltaic power generation projects. The grid connection notice said that it is necessary to improve the construction and management mechanism of photovoltaic power generation projects and do a good job in connecting the photovoltaic project power generation projects.
