CNOOC stated that the oil spill accident was caused by the damage of the submarine oil pipeline between platforms of the oil field during the construction of the ship. According to preliminary estimates, the oil spill is about 0.38 square meters.

Although Jinzhou 9-3 Oilfield has no large-scale Penglai 19-3 oilfield, it was the first oil field that Bohai Petroleum Corporation, which was responsible for the development of the oil field, won the first gold medal awarded by the State Reserves Committee.

Due to technical and cost issues, the mining process of Jinzhou 9-3 oil field suffered many setbacks. It was not until 1998 that the rapid drilling test was successful. When it comes to repairing damaged pipelines, CNOOC did not explain it.
