The Ministry of Industry and Information Technology's energy conservation and comprehensive utilization work will focus on seven aspects

**Abstract** At the recent National Conference on Industrial Energy Conservation and Comprehensive Utilization, held by the Ministry of Industry and Information Technology, Zhou Changyi, Director of the Department of Energy Conservation and Comprehensive Utilization, highlighted significant progress in industrial energy conservation and resource efficiency over the past five years, particularly in 2012. He emphasized that energy efficiency for end-use products has improved, and cleaner production in key industries has seen further development. Additionally, notable advancements were made in water-saving initiatives, while the comprehensive utilization of resources and the circular economy have gained momentum. Looking ahead to 2013, the focus will be on driving green industrial transformation. Key actions include promoting energy conservation and green development, enhancing technical standards, deepening pilot programs, refining policy mechanisms, and conducting in-depth research on critical issues. The goal is to reduce energy consumption per unit of industrial added value by more than 5%, cut carbon dioxide emissions by over 5%, lower water usage per unit of industrial output by 7%, and increase the comprehensive utilization rate of industrial solid waste by 2 percentage points. To achieve these targets, the Ministry has outlined seven main tasks for the year. First, it will launch special actions focused on energy conservation and green development, starting with initiatives such as motor energy efficiency improvements, lead recycling systems, and industrial solid waste projects. Second, efforts will continue to enhance the energy efficiency of end-use products, expand technology promotion, and strengthen enterprise management and industry guidance. Third, deeper implementation of cleaner production will be pursued, including eco-design pilot projects, evaluations of clean production enterprises, and the replacement of toxic materials. Fourth, water-saving enterprises will be further developed through the creation of lists of high-water-consuming technologies to be phased out, as well as encouraging the use of efficient water-saving equipment. Fifth, the circular economy and resource reuse will be promoted by focusing on bulk industrial solid waste, improving access controls for recycling, and launching demonstration projects for non-ferrous metal recycling and remanufacturing. Sixth, the three key projects in the energy conservation and environmental protection industry will be advanced, with a focus on technological innovation and supporting green industrial projects. Finally, the Ministry will conduct in-depth research on major issues related to sustainable industrial development, draft guidelines for green transformation, expand pilot projects for two-type enterprises, and explore policies on green taxation, emission reductions, and resource substitution. It will also work to improve the standard system in energy conservation and resource utilization, and develop innovative investment and financing models to support energy-saving and emission reduction efforts.
