**Abstract** At the recent National Conference on Industrial Energy Conservation and Comprehensive Utilization, held by the Ministry of Industry and Information Technology, Zhou Changyi, Director of the Department of Energy Conservation and Comprehensive Utilization, highlighted significant progress in industrial energy conservation and consumption reduction over the past five years, particularly in 2012. He emphasized improvements in the energy efficiency of end-use products and further advancements in clean production within key industries. Additionally, new developments were noted in water-saving initiatives, as well as increased efforts in resource recycling and circular economy practices. According to the report, in 2013, the focus of industrial energy conservation and comprehensive utilization will be on promoting a green transformation across the industry. Key actions include implementing special programs for energy efficiency and sustainable development, strengthening technical standards, deepening pilot projects, refining policy mechanisms, and conducting in-depth research on major issues. The goal is to reduce energy consumption per unit of industrial added value by more than 5%, cut carbon dioxide emissions by the same rate, lower water consumption per unit of industrial output by 7%, and increase the comprehensive utilization rate of industrial solid waste by 2 percentage points. The Ministry of Industry and Information Technology has outlined seven main tasks for this year. First, it will launch special actions for energy conservation and green development, starting with motor energy efficiency improvement plans, lead recycling system pilots, and industrial solid waste utilization projects. Second, it will focus on improving the energy efficiency of end-use products, promote technology adoption, enhance enterprise energy management, and provide guidance to key industries. Third, it will deepen cleaner production efforts by launching eco-design pilot projects, evaluating clean production enterprises, replacing hazardous materials, expanding clean technology demonstrations, and building clean production parks. Fourth, it will strengthen water-saving initiatives by publishing lists of high-water-use technologies to be phased out and encouraging the use of efficient water-saving equipment. Fifth, it will promote circular economy and resource recycling by identifying one or two industries for breakthroughs in solid waste utilization, managing resource recycling access, and supporting non-ferrous metal recycling demonstration projects. It will also implement remanufacturing projects for engines, machine tools, and motors. Sixth, it will advance three key projects in the energy conservation and environmental protection industry, including major technology demonstrations, scientific support for green industrial transformation, and innovation in engineering and technology. Seventh, it will conduct in-depth research on industrial green development, draft policies to promote sustainable growth, expand pilot projects for two-type enterprises, and explore taxation and emission reduction strategies. Finally, it will improve the standard system in energy conservation and resource utilization and innovate financing mechanisms for energy-saving and emission-reduction projects.
