On August 8, Huayi Group’s Shanghai Chlor-Alkali Chemical Co., Ltd. announced that the first set of process parameters for its 1,000-ton hydrogen chloride catalytic oxidation (Deacon technology) project has successfully met all targets. This achievement marks China as the second country in the world to master this advanced technology, placing the nation at the forefront of global innovation in chlorine resource recycling and energy efficiency.
The pilot plant, developed independently by the company, features a fixed-bed tubular reactor and specialized catalysts, which have been operating safely since May 18. The key performance indicators, particularly the hydrogen chloride conversion rate, have reached the design specifications, ensuring stable and efficient operation.
China is one of the largest producers and consumers of chlorine globally, with annual consumption exceeding 20 million tons—approximately one-third of the world's total. However, many domestic chlorine-based products suffer from low chlorine atom utilization, with some processes converting up to 100% of chlorine into hydrogen chloride. Currently, over 5 million tons of by-product hydrogen chloride are generated annually, creating a pressing need for effective recycling solutions.
Zhang Wenlei, vice chairman of the China Chlor-Alkali Industry Association, emphasized that improving chlorine utilization and promoting circular economy practices are essential for the industry’s sustainable development. By enhancing resource efficiency and reducing reliance on new chlorine production, the sector can better manage overcapacity and support long-term growth.
Chlor-alkali production is an energy-intensive process, consuming about 2,200 kWh per ton of chlorine gas. Utilizing by-product hydrogen chloride for chlorine production not only recycles resources but also significantly reduces energy consumption and emissions. This has driven Shanghai Chlor-Alkali’s long-term goal of developing and commercializing Deacon technology.
Since 2009, the company’s Technology Center has focused on Deacon research, working closely with Huayi Group. Through open collaboration, they have developed cost-effective core equipment and a specialized catalyst, which has demonstrated excellent stability, lasting over 9,600 hours of continuous operation.
Looking ahead, Shanghai Chlor-Alkali is finalizing the industrialization package for Deacon technology based on the successful pilot plant. A 100,000-ton hydrogen chloride catalytic oxidation plant is planned for the Shanghai Chemical Industry Park in 2016, aiming to meet future chlorine demands and support the full-cycle development of the industry.
He Gang, the company’s general manager, stated that technological innovation and independent R&D are crucial for maintaining competitiveness. He added that the successful pilot test is just the beginning, and the company will continue to invest in research and development to achieve full-scale industrialization of Deacon technology as soon as possible.
