Sino-European PV negotiations are deadlocked or new punitive tariffs

Abstract The European Union has proposed a minimum price of €0.65 per watt for photovoltaic (PV) modules, aiming to protect its domestic solar industry from what it sees as unfair competition. However, China strongly opposes this measure, and major Chinese manufacturers like Jingao and Yingli have announced they will halt PV module exports to Europe starting in July. Meanwhile, Croatia’s accession to the EU is being viewed as a potential backdoor for Chinese solar products to enter the European market through new member states. The ongoing China-EU trade dispute over PV modules is currently under negotiation, with both sides trying to reach an agreement on acceptable pricing levels. According to sources familiar with the talks, the EU delegation initially proposed a floor price of €0.65 per watt, but the Chinese government has expressed strong reservations. China's negotiators pointed out that some German companies have sold PV modules at prices below €0.58 per watt in Europe, suggesting that the Chinese side could accept a price of $0.50 per watt. As the deadline for negotiations approaches on August 5, tensions are rising. The EU is preparing to impose a temporary anti-dumping duty of 11.8% on Chinese solar cells, modules, and wafers, while China has threatened to retaliate with a double anti-dumping tariff of 67.9%. From the perspective of these retaliatory tariffs, the broader trade war between China and the EU is intensifying. The EU is expected to announce on August 5 whether it will impose additional tariffs on PV modules that have benefited from Chinese state subsidies. If no agreement is reached, further punitive measures could be introduced, with a potential 90-day investigation period for enforcement. This ongoing conflict highlights the growing economic friction between two of the world's largest economies, with significant implications for global solar supply chains.
