The National Development and Reform Commission recently announced a revision to the on-grid electricity tariffs for power generation companies, lowering the rates for coal-fired power plants in 27 provinces and cities while increasing them for natural gas power plants in eight regions, including Shanghai, Jiangsu, and Guangdong. This move reflects a broader effort to balance environmental goals with economic realities.
According to reports, the average on-grid tariff for domestic natural gas power generation stands at 0.78 yuan per kWh. Following the adjustment, this is expected to rise to 0.82 yuan per kWh. Experts suggest that these changes aim to strengthen environmental protection policies, reduce reliance on coal, and promote the adoption of cleaner energy sources.
Lin Boqiang, director of the China Energy Economic Research Center at Xiamen University, explained that the adjustments are part of a strategy to encourage more efficient and environmentally friendly power generation. However, despite the push for natural gas, many gas-fired power plants continue to face challenges due to high gas costs and supply constraints.
With the ongoing efforts to combat smog and transition from coal to gas, natural gas power generation is expected to see increased investment. Yet, many plants remain unprofitable due to unstable gas supplies and high operational costs. If these issues persist, the industry may struggle to achieve long-term sustainability.
Under strict environmental regulations, the pace of gas power plant investments is expected to accelerate. For example, in Beijing, the share of coal in energy consumption has dropped below 10%, while natural gas and electricity now account for over 90% of the energy mix. Similar trends are emerging in other regions, with plans to replace coal-fired boilers and industrial kilns with cleaner alternatives.
GE’s recent white paper highlights the potential benefits of expanding natural gas use, estimating that reaching 8% of total primary energy consumption by 2025 could save five trillion yuan in environmental costs over 13 years. This would translate to annual savings of around 380 billion yuan, equivalent to roughly 0.5% of China’s GDP.
In response to these developments, the Ministry of Environmental Protection has set targets for reducing coal consumption in key regions like Beijing, Tianjin, Hebei, and Shandong. These measures are part of a broader strategy to improve air quality and support sustainable development.
Analysts predict that more gas-fired power plants will be built in northern China, particularly in areas with access to LNG terminals and gas pipelines. However, the industry still faces significant hurdles, including limited gas availability and rising fuel costs.
At the Jiangsu Guosen Huai’an Gas Power Generation Company, operators report ongoing challenges with gas supply and profitability. Despite being one of the first gas-fired projects in northern Jiangsu, the company has struggled with inconsistent gas deliveries and low on-grid tariffs that fail to cover costs.
Similarly, a large-scale gas plant in Guangdong has faced difficulties due to fluctuating gas prices and reduced supply from international sources. While some price increases have been announced, they are seen as insufficient to address the underlying financial pressures.
Experts warn that without meaningful reforms in natural gas pricing and improved supply stability, the long-term viability of gas-fired power generation remains uncertain. As China continues its shift toward cleaner energy, the success of this transition will depend on balancing environmental goals with economic feasibility.
