Protection. Some people think that the key to this phenomenon lies in two aspects. On the one hand, the relevant laws and regulations give the enterprise the right to cancel the contract with the non-work-injured employees, so that the sick workers are in a weak position; on the other hand, China's labor law litigation process is complicated and the execution of relevant judgments is inefficient, which makes it possible for enterprises to dismiss laborers at low cost.
Frankly speaking, although the loopholes in legal design and implementation are indeed important reasons for the lack of protection for sick workers, it is obviously biased to blame only the relevant social problems. The sick workers have lost their ability to work, and often the medical expenses are high, which is a heavy burden for enterprises. We certainly hope that entrepreneurs can demonstrate a noble morality, but running a business is not a charity. Corporate social responsibility is more important through job creation, high-quality product service, and active taxation. If we put the social responsibility too much to let the market bear, then the price paid will be the increase of corporate burden, the reduction of employment opportunities and the shrinking of market vitality. The human economy is often uncompetitive. Brazil, Greece, and Italy are examples of this. In the context of the economic downturn, we must curb simple moral impulses.
So the key question is how to find a way out that does not increase the burden on the enterprise, but also protects the sick and sick workers. Generally speaking, this mainly involves three factors: country, market and society.
On the one hand, the state should increase the support for the sick patients, which is not only reflected in the increase in the coverage of the disease, the increase in the amount, but also in the streamlining of the application procedures and the rapid application of channels for acute malignant diseases. When necessary, the relevant departments may consider extracting part of the funds from the land transfer fees, tobacco, alcohol and luxury goods to set up relevant special funds.
On the other hand, market organizations should be fully encouraged to enter the field of major illness protection, fostering and nurturing the commercial market for major illness insurance. Considering that this part of the market is highly risky, government departments should provide corresponding preferential taxation. On the last hand, we must pay full attention to the important role of social organizations, non-governmental organizations, charitable organizations and industry associations in social security. In the case of Lanzhou's sick teachers, the lack of corporate social responsibility and law enforcement, as well as grassroots party groups, streets, trade unions, educational organizations and even women's federations should not stand idly by.
In fact, compared with the government departments with the main purpose of economic appeal and the relatively limited administrative departments, these social organizations should play a more important role in helping the poor. In the era of "Internet +", the upgrade should not only be a business model and a governance model, but also a fully developed social organization and a level of social security that keeps pace with the times.
