
Recently, a significant milestone was reached in the photovoltaic industry as China Steel Group's rooftop solar power project in Changxing County, Huzhou City, Zhejiang Province, officially went online and began generating electricity. This development has brought much-needed momentum to the photovoltaic sector during a challenging period.
This year, China’s photovoltaic exports have faced considerable challenges, prompting many companies to shift their focus toward the domestic market. In response, Changxing County has embraced the national push for low-carbon energy, positioning itself as a key player in the new energy industry. By fostering a synergy between ecological sustainability and economic growth, the region has created a favorable environment for renewable energy development.
Since securing its first batch of 13 “Golden Sun†demonstration projects in 2010, Changxing has capitalized on its industrial cluster advantages, attracting major players like Zhengtai New Energy, Hanergy PV, and Guangpu Solar. These companies have invested over 10 billion yuan, significantly boosting local employment and technological innovation.
To further solidify its position in the photovoltaic industry, Changxing released the "Opinions on Accelerating the Development of New Energy Industry (2011–2015)" in December 2011. The plan outlines ambitious goals, including reaching a PV output value of 20 billion yuan by 2015 and establishing a comprehensive photovoltaic industrial park with an integrated supply chain.
A key part of this strategy is the 10MWp rooftop solar project in the Changxing Economic and Technological Development Zone, which received national recognition as a Golden Sun demonstration site. With a total investment of 200 million yuan, the project spans 154,000 square meters and is spread across 20 enterprises. Over the past two years, several major companies, including Changxing Pharmaceutical and Bolumeng, have successfully installed solar systems.
The project is designed for distributed power generation and grid connection, with an estimated annual output of 10 million kilowatt-hours. It is expected to save about 1,390 tons of standard coal each year. During installation, the Changxing Power Supply Bureau formed a dedicated team to provide on-site support and ensure smooth grid integration. They also collaborated with universities on research into the coordinated operation of high-density rooftop photovoltaic systems with the distribution network.
In line with the State Grid Corporation's supportive policies, the Changxing Power Supply Bureau established a specialized service team to streamline the process for photovoltaic projects. They introduced a full-range guidance system and a time-limited solution framework, ensuring faster and more efficient grid access. On November 30, the 10MW project was connected to the grid, with all 20 sites reported in just one hour.
To enhance user experience, the bureau provided the "Distributed Photovoltaic Power Generation Grid-connected Service Manual," helping users navigate the interconnection process easily. Currently, 22 rooftop solar projects are under construction in Changxing, with a combined capacity of 14 MW. All are expected to be connected to the grid early next year.
Looking ahead, Changxing aims to reach a total photovoltaic capacity of 150 MW by 2015, marking a major step forward in the region’s clean energy transformation.
